If we don t have a rules-based approach in the South China Sea that looks at international law and custom, and resolves disputes through these mechanisms that either are already established or need to be created, then what are you going to say when you decide you want to go through the Arctic because now there s less ice, and the Russians say no, it s ours, or anywhere else that people are going to start claiming by force as opposed to international norms?
And so this is not just about any one nation. This is about how we re going to have a global set of rules that people are going to follow in order to maximize the positive results for everyone.
